New Laws
These are the new laws introduced by the RFU at the Under 11 age group to help children play and develop their rugby skills, with each age group progressing incrementally through the game's core elements.
Ruck - 2v2
Rucks are expanded increasing contest for the ball; ruck laws apply with increasing contest as ages progress.
- Focus on supporting ball carrier.
- Introduces competition for the ball post-tackle
- Limited to 2v2 (not including tackler/ball carrier).
Maul (3v3)
Maul rules and permitted numbers are age dependent. U11 has a strict 3v3 limit.
- Maul is limited to 3v3 (including ball carrier).
- A maul starts when the ball carrier is held by one or more opponents.
- The ball carrier's knees must not touch the ground. If they do, it becomes a tackle.
Scrum — (3v3)
U11 scrums use a 3v3 formation where hookers may contest/strike for the ball but pushing is not allowed.
- 3v3 formation of the closest players from both teams.
- Contested "strike" for the ball (hooking) is permitted, only by the middle player in the hooker position
- Ball is put in by a scrum-half
- Emphasis on safe binding, positioning and correct put-in from scrum-half.
Kicking — Open Play
Tactical and open-play kicking is introduced from U11 upwards.
- Under 11 introduces kicking to start/restart a match.
- From U11: tactical kicking (grubber, clearance, chip) allowed.
- All kicks remain subject to offside and general kicking laws.
- Players can call a "mark" (other than from a restart or free-kick.
